FOLICAM Board In A Coverup To Protect Henrique Wilson

FOLICAM Board and its Chairman Joseph Harris have no moral fortitude to do what is right. The board of Folicam is comprised of a bunch of liers and loud mouth talking bandits with no respect for the rule of law and efforts to demonstrate prudence.

FOLICAM board is harboring and protecting an alleged criminal who has allegedly stolen thousands of dollars from the African Assistance Center in Lowell, Massachusetts. Henrique Wilson has refused to attend a recent board meeting to discuss his alleged theft at the African Center. Yet the board has found no reason to act in spite of evidence presented to authenticate Wilson's embezzlement. What evidence does the board need when members have been presented with the facts and copies of bank statements and cancelled cheques to prove Wilson is allegedly involved in this crime. Folicam Board is in involved in a cover up to protect Wilson.

The board has said the crime allegedly committed has nothing to do with Folicam. However, the board has affixed blinders on itself not to realize that Wilson as President of Folicam has brought shame and disgrace upon the office of the presidency of the larger Liberian Community in Massachusetts. Folicam Board has said it would not act until the African Center has taken action against Wilson for the alleged crime in the midst of evidence that he allegedly stole thousands of dollars reigning disgrace upon the community. Folicam board is embarrassing.

Henrique Wilson Must Resign Now! He Must Leave The Presidency of FOLICAM

Henrique Boye Wilson, President of the Federation of Liberian Community Association of Massachusetts (FOLICAM) must resign his position as President of FOLICAM now!
I would like to remind you that when one of us is given an opportunity to serve our people in the Diaspora and at home, we are put in positions of trust; if this trust is discounted, betrayed, misused or abused; no matter who engages in such act, that person must take responsibilities of his actions. I have in my possession copies of the bank statements indicating canceled cheques from the bank account of the African Assistance Center in Lowell, Massachusetts that Henrique had written to himself within 60 days totaling $2,220. Henrique claimed the money was moved to an account with another bank, but that bank he spoke off does not have a name and the account not owned by the African Center.

In a discussion with a volunteer of the African Assistance Center, the following statement was made of Henrique Wilson: "Well he's the Board chair of the African Assistance Center in Lowell. He later appointed himself as Acting Executive Director of the Center. Barely a month later, he issued 2 checks to himself totaling $720.00.This happened in April. In May, he issued another check payable to cash in the amount of $1,500.00 this he later en cashed. He has virtually broken the place down." A position of trust, Henrique has not yet accounted for the money or made restitution. Some of the Center's employees have not received their weekly salaries and threatening law suit against Henrique and the Center.

I am the immediate past president of FOLICAM and it behooves me to expose any alleged criminal act(s) in our community. There are some who would rather sweep acts unbecoming of public officials in our communities under the rug to avoid embarrassment to the person and his family. When anyone refuses to do the right thing especially when an alleged crime has been committed, that person in essence would be condoning a criminal act. Wilson has to resign his positions with FOLICAM and the African Assistance Center, and charges be brought against him to prove his innocence.

Violation of Election guidelines
Dear Mr. Chairman:

Herein attached is a complained received from some members of our community during our December 2, 2007 general meeting, and it was unanimously agreed by the body that this serve as a formal complaint from the Worcester chapter. Also, the community requests that the election results be nullified and a new election be planned for the following reasons:

Gross violations of the just ended November 11, 2007
FOLICAM Election held in Worcester, Massachusetts.

We believe that the Election was held in exclusive secrecy, as compared to the last election held, and in keeping with election laws and guidelines, there was publicity of election activities at the last election in our community. But contrary to the guideline of this recently held election there was no material of election activities circulated in our community (Worcester).

The abrupt change in the venue of the polling station was very unfair, unconstitutional and a gross violation of universal election procedures. If there should be a change of venue of a polling station, there should be adequate information with respect to the change circulated or dissimilated in the community promptly thereby giving the community members adequate time to adjust to the change of venue. The decision to cast a ballot or vote on that day was not life threatening. We, as a community, could have decided on another day or time to equally give the community members fair chance to participate. Anything to the contrary is construed as a denial of our suffrage and a violation of the election guidelines and law.

A Polling station can not and should not be someone’s private business place or home. It should be a neutral venue (Church, School or Community Hall) for the community (Worcester). We believed that no one in our community should cast his or her ballot under duress or threat from another person or denied them their right to participate in an electoral process. If this gone election were properly planned, there could have been adequate time to arrange for more than two or three public places to serve as a polling station. The idea of selecting a private home or business center is a manipulation of the electoral process and an attempt to deny others their right to a free and fair election. The idea of a private business center serving as polling station eliminated other individuals that had problems with the owner of the private business place thus denying those individual their right to a free and fair election. The owner of the business place has all rights to allow who ever he/she wants at his/her place of business.

Per our community election’s guidelines, community members that are interested in participating in community voting should have pay his/her due and be current with his/her due to the community at the given time before that individual (s) cast a ballot. The community leadership would then prepare a clearance list of individuals qualified. This gone election was not the case, the election commissioners allowed everyone to participate in the process with no regards to our community election guideline, this is another gross violation. The community was informed of this through the President of Worcester chapter that there were individuals that participated who shouldn't have. Candidates from the community contesting position should be current with their financial standing.

The members of the community did not have no clue of those Liberians that were running for the various elected positions of Folicam.

Due to the above mentioned, we are of the opinion that the Election of November 11, 2007 organized by the election commission of FOLICAM chaired by Mr. Dr. Sam Beh was poorly planned. Therefore, sir, we will request that the result of the election be nullified, and a properly planned one be organized at an agreed and acceptable time with the consent of the various chapters. We would also recommend that the Administration of FOLICAM, and the BOARD of FOLICAM be informed of our decision and all necessary steps be taken.

Distinguished Ladies & Gentlemen:

I bring you greetings from the President and members of the National Administration. Hardly is it believable that a year has elapsed since we converged at the last National Conference. With no power to ignore the events and time which have landed us to this joyous end, we are pleased to inform you that the Annual National Conference will be held September 21-23, 2007 in Providence, Rhode Island. This years Conference, which is the 33rd sitting of the General Assembly, will convene under the theme: “Partnership for Sustainable Peace and Development in Liberia”.

As you may be aware, at this year’s Conference the National Board of Directors will elect a new Corp of Officers. In this direction, the National Administration wishes to express its commitment to upholding the laws of the Union regarding the participation in elections. Accordingly, all chapters are emboldened to make full payment of dues ($250.00 per annum) and other payments owed. Failure to make payments on dues will lead to disbarment of Chapters form voting. Additionally, consistent with the pledge of this Administration to the realization of permanent residency for our people presently on the Temporary Protective Status (TPS), there will be a Special Fund Raising program. Also, in keeping with tradition, there will be a Queen Contest to replace the reigning Miss ULAA, Ms. Jacqueline Acqui. In this regards, Chapters are asked to submit the names of their respective contestant to the Chairperson of the Conference Committee, Mrs. Danlette Norris, no later than September 10, 2007. It is pleasing to add that in furtherance of the Administration policy to matching advocacy with services several workshops will be held. Among these workshops are: Health Awareness and Screening, Investment, Institutional Development and Immigration.

In order to ensure broader participation, the National Administration has agreed to set the conference fees at $50.00 (sitting fees at $25.00 & Dinner/Ball $25.00). Also, to make your stay in Providence, Rhode Island pleasant and rewarding, the National Conference Committee has identified several hotels and a car rental agency. A listing of these hotels and other pertinent information are attached.

Dear Mr. President,

I would first of all apologize to you and my colleagues for my absence in communications for some time. That was due to a very personal bereavement of a dear friend and big brother. It took all of my attention.

One of my purposes of sending this e-mail before I make contact by phone is to assure you that after an officers' meeting(LAW) was held within our community, we would like to assure you that the Liberian Association of Worcester did not, is not and will not withdraw from any function held under auspices of FOLICAM (General Assembly, Queen Contest, Awards Night, July 26,etc,etc...).With respect to our constitution, this community has decided to support you and your administration. Our support is genuine. My administration along with our assembly and all of the members here in Worcester will allow you to steer us in the positive direction for which we give you our votes.

Secondly, I do hope that you and all other leaders within Massachusetts realize that as leaders, we should realize the problems we are creating because of whatever reasons would have a huge effect on our youth/young leaders within our communities. What do we all have at heart in our communities within Massachusetts......ourselves or the people of the future.... where is the example of leadership.

Thirdly, for more than once, twice, etc, etc......it seems that the issues raised by one of the board members (Mr. Benjamin Saywahn) do not seem to be addressed and/ resolved by the President nor the board.What is going on among our leaders? We can not take care of one issue at a time? We believed that these issues have been put on the back burner, why?

Lastly, I think our constitution to a large extend is guiding all the arguments/reasoning been expressed. Isn't it time for us to visit the constitution to make the necessary provision for amendments and the expansion of certain laws. I say this because we all have gotten more active in FOLICAM and therefore the constitution needs to be broaden to include and explain in detail most of these new problems (critical questions) that have brought us all to a temporary halt/slow down today. Total involvement of the various communities have made FOLICAM larger, therefore the constitution should also be upgraded to accommodate and meet the demands from the people.

Greetings. I write to enquire about what I have been reading lately relative to the planned induction ceremonies of proposed members of the elections commission. I have been thinking and thinking about these events and as time is now of the essence, I want to bring these salient points to your attention for us all to brain storm. Viz:

1. That these commissioners are to be inducted signifies to me that the Board has met and confirmed them and thus the induction ceremonies. Unless I am out of the loop, I have not heard nor participated in the confirmation ceremonies. I believe the reason that the administration proposed their names is for the acceptance and concurrence of the Board.

2. Furthermore, and most important of all, there is no provision in our current FOLiCAM constitution that calls for induction ceremonies. The constitution is very vocal about the “Advice and Consent” clause concerning other committees but not the Elections Commissions. Where has this idea come from? Shouldn’t it be left with the administration to plan and execute induction? Where do we go next, plan and install the next FOLiCAM president? . Where cometh the Board on this? Reference Article XIII Section 3 of our constitution.

3. Since the inception of this administration the various committee members have never been sworn into office by the Board. Are we saying that the Elections Commission is so important than the others?

Mr. Chairman, while I interpose no objection to these induction ceremonies per se, I want to caution that the Board be very scrupulous in the observance of the constitution. Let’s make use of Article XIX. If we as fiduciary agents are in the habit of setting aside the constitution if and when it suits our purpose, we run the risk of been lawless. Remember, he who seeks equity must do so with clean hands. True, the law may be a nuisance sometimes but it is the grease that smoothens the wheels of an organization.

FOLICAM Board Divided Over Treatment of President Tarpehdoe

Greetings. Recently, the Board of FOLiCAM sent a letter to the FOLiCAM President on issues surrounding and arising out of the conflict between the FOLiCAM President and the Metro Boston President. I therefore want to go on record (I request that this letter form part of the Board’s records) as having rejected the procedure and or process used in the formulation of the aforesaid letter. Under normal circumstances, I would not have gone public with such a dissent but we all can agree on the fact that what we are currently witnessing is not akin to normalcy. If this issue is not handled rightly, as I insist we do, it is likely that the General Assembly will not be held as anticipated. In short, all is not well with the body politic of FOLiCAM; surely you must be aware of this fact.

On Tuesday, May 8, 2007, you called a board meeting via teleconference to consider an appropriate response to an e-mail from Hon Tarpeh-Doe in connection to our earlier board resolution disposing of a complaint from Hon. Samuel Tiah of Metro Boston. I was taken aback when at the teleconference Hons. Yvonne Kamara, Anthony Fannoh and Samuel Tiah (Presidents of the three chapters and by extension members of FOLiCAM administration), among others were invited to attend. To me, that was tantamount to calling a leadership council meeting. And if that were the case, the President of FOLiCAM, the head of such council, should be in attendance. Not having him attend is equivalent to the usurpation of his official functions and an invitation to the undermining of his presidency.

Furthermore and lest we forget, the genesis of this conflict has to do with the misunderstanding between Hons. Tarpeh-Doe, FOLiCAM President, and Samuel Tiah, Metro Boston President. How can the Board invite one party to such conflict, consult with that party, and formulate a response to the other party’s point of discontent and then encapsulate it as a board decision? If this is not a travesty of justice, then I don’t know what it is.

With these two points, I then decided that if the majority of board members decide to forge ahead with the meeting as is, I will politely excuse myself and not be part of such a charade.

Indeed, the Board went ahead with this process culminating into the Board’s letter of 14th May, 2007; thus creating the very impasse that we wanted to avoid abnitio. Mr. Chairman, it is still my ardent believe that members of the Board want to resolve this imbroglio peaceably however flawed the process was. To this end, I propose that a meeting of all stake holders be held under the auspices of the Board of FOLiCAM to work out our differences and thereby assuring the holding of the General Assembly. The sooner we adopt this position the better things will be.

The view in some quarters that meeting with the FOLiCAM President and or leadership is pointless and should be discouraged is highly untenable and is not in the best interest of our Organization. We all might seemingly be in different boats but we are collectively cruising in the same lake toward a common destination.

Should you find it worthwhile to respond, I will certainly appreciate it.

Mai Yuan is Bereaved

Ms. Rebecca Toegbaye of Monrovia, Liberia, sister of FOLICAM's Coordinator of Lynn, Mrs. Mai Yuan, died yesterday at ELWA Hospital. The late Ms. Toegbaye was 46, a mother of two and a grandmother of two. She fell down on Saturday and went into a coma; taken to ELWA where she died on Sunday, April 29, 2007.

Funeral arrangements will be announced later.

Sunday, April 22, 2007:- The Liberian Embassy near Washington, D.C. and the Union of the Liberian Associations in the Americas (ULAA) have agreed to hold a joint program to commemorate the 160th Anniverasary of the Liberia's Independence Day celebaration in the United States.

The decision to hold a Joint Anniversary Event was reached during a meeting held between the officials of the Liberian Embassy and the ULAA in last February at the Emabssy in Washington, D.C. The ULAA delegation, which was led by the National President Emmanuel Wettee, included Mr. Anthony Kesselly, Chairman of the National Board of Directors, Mr. James Larsah, First Vice Chairman of the Board, Mr. Charles Coleman, Eastern Regional Vice President, and Boniface Satu, President of Washington, D.C. Metro Area Chapter of ULAA. The Embassy delegation was led by Honorable Charles A. Minor, Liberia's Ambassador to the United States who was accompanied by Honorable Christopher Nippy, First Secretary for Consular, Political, and Diaspora Affairs, and Honorable Samuel Abu, Minister Consular for Public Affairs.

The leadership of the two groups conceptualized the formulation of a Joint Committee to derive an action plan for collaborative implementation of a joint program to celebrate Liberia's Independence Day this year in Washington, D.C. and hosted by the Washington Metro Chapter of ULAA. An integral part of the conceptualized plan is to earmark a project in Liberia to be undertaken and financed by proceeds generated from the program.

It is also expected that this will be the beginning of the implementation of a policy by the Union to rotate the celebration of Liberia's Independence Day among its member chapters.

In order to practicalize the implementation of the collaborative plan, the Liberian Embassy and ULAA representatives held a follow-up meeting on Wednesday, April 11, 2007 at the Liberian Embassy to discuss and complete the formulatiion of the Joint Committee and other plans for the July 26 celebration. ULAA representation at the discussion was led by Mrs. Roberta P. Davies-Rashid, former National President of ULAA and Mr. Boniface Satu, President of the DC Metro Chapter, while the Liberia Ambassador, His Excellency Ambassador Charles A. Minor, headed the Embassy's delegation at the talks.

At the end of the discussion it was agreed that the following persons constitute the ULAA-Liberia Embassy July 26 National Steering Committee:

All chapters of ULAA, members of the Liberian community and the general public are asked to Save the Dates above and keep tuned for subsequent Committee announcements. The Committee assures all concerned that full details of the planning process of the celebration of this year's Independence Day Program will be disseminated through the Liberian Embassy, regional structures of ULAA, as well as major media outlets as the process unfolds.

It is expected that officials of the Liberian Embassy and ULAA as well as members of various chapters of the Union, Liberians and friends of Liberia will come out to support the activities earmarked for this year's national celebration of July 26 under the auspices of the Liberian Embassy and ULAA, which for the first time is being undertaken by both entities to support a national cause in Liberia.

IMPORTANT IMMIGRATION ANNOUNCEMENT

The Chairman of the ULAA National Immigration Committee, Mr. J. Michael Wreh, is announcing that the U.S. House version of the Liberian Immigration Bill will be introduced in the United States House of Representatives on Thursday, April 19, 2007 at 11:00 a.m. Congressman Patrick Kennedy (D-Rhode Island) will introduce the bill at the U.S. Capitol in Washington, D.C.

Mr. Wreh said he received confirmation of this through an e-mail message from Mr. Dominic Nguyen, Legislative Assistant to Congressman Kennedy early this week.

According to Mr. Wreh, the Congressman is looking forward to being flanked by key Liberian personalities who are serving the U.S. military as well as prominent Liberian athletes in the major U.S. leagues. A representation of the top ULAA Leadership will also be present. A press conference is scheduled to follow the Bill introduction function.

In this view, the ULAA Immigration Chief is calling on the Liberian public to submit names of their Liberian-American relatives who are U.S. service members as well as those playing in major leagues like the National Football League (NFL), National Basketball Association (NBA), and Major League Baseball (MLB). A representative group of these personalities will be present while Congressman Kennedy showcases the critical importance of the Liberian Bill to his colleagues.

A Proclamation by the National Leadership Council

Whereas, the Government of the United States of America, through the Department of Homeland Security, has announced that the present designation of the Temporary Protective Status, (TPS) for Liberian Nationals may not be extended; and

Whereas, the National Leadership Council of the Union of Liberian Associations in the Americas is cognizant of the perils of the non-extension of the TPS designation to the success of the budding democracy in Liberia and to the economic revival of our war ravaged nation; and

Whereas, the Government of Liberia has consistently maintained that the conditions engendered by the fourteen-year war infringe on the ability of the country to deal with any mass influx of Liberians from the United States; and

Whereas, the National Leadership Council continues to engage the stakeholders in search of a lasting and efficacious resolution of the problems relative to the immigration status of Liberians on the TPS; and

Whereas, through deliberations with supporters of this cause it remains evident that a concerted and sustained action on the part of all Liberians is crucial to securing a panacea to this problem; and

Now, therefore, I, Emmanuel S. Wettee, National President of the Union of Liberian Associations in the Americas (ULAA), on behalf of the National Leadership Council, do hereby proclaim the Month of April, 2007, as “National Immigration Advocacy Month. Mrs. Agnes Acqui, mother of Ms. Jacqui Acqui, Queen of the Union of Liberian Associations in the Americas (ULAA), and Treasurer of the Federation of Liberian Community Associations of Massachusetts has passed on. Mrs. Acqui died today in Philadelphia.

The Federation of Liberian Community Associations of Massachusetts wishes to express its sympathy to Jacqui and her family for the loss of their mother.

Mr. Nymah H. Kumah; June 15, 1921 to November 14, 2006. Funeral services will be held this morning, Saturday, November 25, 2006 at 10:00 A.M. at Calvary Church International, 21 Parish Street, Dorchester, MA 02121.

Nymah was raised by missionary and migrated to the United States 50 years ago. Nymah was a gifted story teller and entertainer whose life reflected his rich heritage, background and experience.

Mr. Kumah leaves to mourn his three children; Toeday, Manya, and Nymah, III; his grand children; his brother Bishop Edward W. Hoffman, a host of sisters, nieces, nephews, and friends.

This will be an all day event of Soccer, Basketball, and Kickball matches. In the games, Worcester vs. Lowell; Metro Boston vs. Lynn; and the Old-timers vs. The youths. Entrance fee to the games and other fun activities is only $5.00

The Dorchester Day Parade as far as the Liberian Community of Massachusetts is concerned was a huge success. Thanks to the young people who supported the effort. We look forward to more young people joing us next year. The crowd that lined the streets cheered us all the way to the grandstand. The music provided by the Master DJ, Orlando Richards was entertaining to the general public. There were people joining us from off the streets because of our music.

Leading Strategist on Liberian Immigration Issues to Lecture National Immigration Conference

Ms. Elizabeth King, Chief of Staff in the Office of Rhode Island Senator Jack Reed, will this Saturday, May 13, lay out strategies for lobbying the U.S. Congress on Liberian immigration issues.

Announcing this critical role of this leading champion of Liberian immigration causes, ULAA National Immigration Conference Committee Chairman Michael Wreh, explained that Ms. King will be speaking as a follow up to the address that will be delivered by her boss, Rhode Island Senator Jack Reed.

The name Elizabeth King is very familiar in Liberian immigration advocacy circles. She has devoted more than a decade to active involvement in all aspects of every struggle the various Liberian communities have launched to enhance their immigration status in this country.

A very knowledgeable person in this immigration subject matter, Ms. King is expected to dish out valuable strategic information on the most potent approaches to the immigration question as it relates to recruiting members of the United States Congress to the cause.

It will be recalled that on Monday, September 13, 2004, following his official swearing-in into office in the Maryland City of Chevy Chase, ULAA National President Arthur K. Watson led a high level ULAA delegation to Capitol Hill in Washington, D.C. where, among other activities, a very important meeting was held in Senator Jack Reed's Office. Ms. King represented the Senator at that meeting.

The presence of Senator Reed and his principal strategic assistant in the area of immigration advocacy is an indication of the importance the U.S. Congressman places on the direct involvement of Liberians in the fight for their own causes.

The National Immigration Conference opens early Saturday morning on the Warwick Campus of the Community College of Rhode Island.

The Krua Family and friends regret to announce the sudden death of Mrs. Esther Krua, a Liberian national and resident of Boston, Massachusetts.

This sad event occurred on Tuesday, April 25 at 10:55 AM. Mrs. Krua has been receiving kidney dialysis treatment at the New England Medical Center, Boston, Massachusetts.

Esther Krua spent the days of her life as a Christian minister, Bible teacher and co-administrator of the Ziah Mission School, Ziah, Nimba County. She is survived by her husband, Rev. Mahn Krua, and her children in the USA and Africa.

Oprah Winfrey, 52, has announced plans to place Liberia on the front burner of donor and philanthropist attention by highlighting the plight of women and children, an Executive Mansion source told The Analyst yesterday. Ms Winfrey is a U.S. television talk-show hostess with worldwide audience and renown.

She plans to achieve the feat during a program scheduled to be launched sometime this month in the U.S., according to the source. The program is expected to be graced by President Ellen Johnson-Sirleaf and the Queen Noor of Jordan.

It is not clear what exactly the program will entail, but there are indications that the plight of Liberia's 3.0 million war-dispossessed and despondent citizens will be related to the world in highlights through documentaries on Ms Oprah's global television appeal shows.

After series of highlights and appeals, top philanthropists and donor institutions and governments will be allowed to respond as they see fit and appropriate, according to an informed source.

In preparation for the fundraising program, our Executive Mansion source noted further, Harpo Production sent an advanced team to Liberia to assess the level of hardship in the country. Harpo Production is the company established by Ms. Winfrey to produce television series of worldwide interest and appeals.

The team, led by "ace producer" Janet Lee arrived in the country last Friday; and while in the country, it captured elements of Liberia's social needs for the worldwide audience of the Oprah Winfrey show that is expected to focus exclusively on Liberia. Ms Lee had requested to visit and talk with women and girls representing various shades of the socio-economic and political groupings in Liberia.

Her team visited and filmed from location, children at home with poor and deprived parents, middle income earners, officials of government, and private and public schools including the condition of overcrowded classrooms in some economically deprived areas in and around Monrovia.

The producer also accompanied President Sirleaf to Buchanan City and Area 3 last Saturday in continuation of the President's nationwide tour. While in Buchanan, the Oprah Winfrey Production team assessed some public school buildings and interviewed market women and the Superintendent of Grand Bassa County.

The team, which returned to the U.S. yesterday, did not disclose its findings, but our sources disclosed that it was moved by the level of poverty and despair it encountered while in the capital and coastal city.

The Oprah program, which is scheduled to be aired sometime in May of this year, will set the stage for analyses on the trauma and ills of women and girls during and after the war in Liberia.

The program seems the first of its kind for Sub-Saharan Africa and there are high hopes amongst organizers and Liberian government officials that the worldwide Oprah Winfrey Show will amplify the social needs of Liberia's children to a captive audience of more than one billion people globally.

Incidentally, Harpo Production has promised to underwrite President Sirleaf's personal travel and related expenses for the length of the showcasing program. In a related development, it can be recalled that the popular talk show hostess, a black American, has genetically traced her ancestral origin to West Africa, specifically to the Kpelle tribe in Liberia.

The ancestral link was established recently via DNA testing. Observers see Ms Winfrey's initiatives as a first step to a new beginning to bring the billionaire talk show host closest to her ancestral home and open up potential avenues for direct private American investment.

It can be recalled that both OPIC and EXIM banks recently opened windows for Liberia that will provide impetus for business in Liberia.

FOLICAM COUNCIL AND OFFICERS MEETING HELD YESTERDAY WAS SUCCESSFUL

The presidents of Lowell, Ms. Yvonne Hoggard; Worcester, Mr. Anthony Fannoh; and Metro Boston, Mr. Sam Tiah were in attendance. The Chairman of the Board, Mr. Joseph Harris, and board member Deddeh Pettiqui, and Mr. Orlando Richards were also in attendance. The Chairlady of Metro Boston Council members, Mrs. Hawa Richards was also in attendance. The Administration, including Chairman. David Chieh, Ways and Means Committee were in attendance.

Important issues were discussed and actions taken. The President, Mr. Nyenpan Tarpehdoe has been mandated by the council and officers to take all prudent action necessary to achieve the aims and objectives of FOLICAM.

"After several prolonged conflicts, civil wars and a two-year political transition, Liberia is gradually emerging as a peaceful and stable democracy. Rightly so, much optimism and expectation has surrounded Madam Ellen Johnson-Sirleaf recent inauguration as Liberia’s and Africa’s first democratically elected female president. However, Liberia still faces enormous development and nation-building challenges. This paper analyzes the current security and foreign policy dilemma in Liberia, and the challenges of postwar reconstruction and state-building in the country. The paper first examines the history, political struggles and the civil wars. The paper then presents eight policy recommendations that the new government, policy-makers and Liberian people can follow in addressing Liberia’s security and foreign policy dilemma," said Varney Yengbeh
